Commissioning Management

Commissioning Management ensures a planned, organised and accountable approach to the commissioning process. It is essential to ensure projects are handed over to the client in a fully functional and optimsed condition, and with full documentation.

Environmental Systems offer complete management for project lifespan, from design review, through to handover to the end user.

We follow the 8 stages of Commissioning Management.

Preparation

  • Define owners and project requirement
  • Review construction programme and prepare draft commissioning plan
  • Identify and communicate with owners and management team
  • Review and previous project "lessons learnt" comments and implement

Design

  • Review design drawings for commissionability and maintainability
  • Identify and highlight and single point of failures
  • Communicate with the design team to fully understand their vision and intent
  • Submit and findings to the design and management team

Pre-construction

  • Assist in the tender process
  • Highlight where / if specialist equipment is required to successfully commission the equipment & systems
  • Advise on factory acceptance testing requirements
  • Supply knowledge of documentation requirements and details required
  • Advise on required method statements for all systems

Construction

  • Attend off-site testing of equipment (if required)
  • Review and changes to the construction programme and adjust commissioning plan
  • Check site installations and identify and area of concern
  • Review and pre-commissioning activities that are required

Commissioning of engineering services

  • Attend the commissioning of the engineering services
  • Itemise the commissioning activities
  • Manage the contractors and sub-contractors to adhere to the commissioning plan
  • Verify the commissioning data and results
  • Review results with the design team to ensure they meet the project requirements
  • Highlight to the management team any issues that develop during the commissioning
  • Assist in solving any issues that developed during the evolution of the project and help overcome them
  • Ensure the end user environmental conditions achieved

Pre-handover

 

  • Provide a document audit trail for all commissioning activities
  • Ensure all services are integrated correctly where required
  • Assist in the "Cause and Effect" scenarios for fire and life safety
  • Review and previous project "lessons learnt" comments and implement
  • Communicate with the operation team for the understanding of the equipment

Initial occupation

  • Work with the operations team to fine tune the systems to suit the end users requirements
  • Assist in any additional training requirements for the equipment
  • Provide feedback to the owner and management team on the project

Post-occupancy aftercare

  • Recommend any seasonal checks and adjustments of major equipment
  • Assist in close-out of any defects that have occurred
  • Advise of efficiency monitoring and adjustments

To compliment the 8 stages of commissioning management, Environmental Systems use live tracking documentation that gives up to date information on the systems completion and testing & commissioning progress to the client and management teams.

Each of the tracking documents are divided up into relevant engineering disciplines with a summary page for quick and easy updates and information.

The tracking documents are issued for :-

  • Method Statements - issue, review and acceptance dates
  • T&C Progress of each discipline - individual piece of equipment - start-up, commissioned and integrated
  • Project Issues Register - highlight any issues raised - raised date, action by and close-out date

At Environmental Systems we pride ourselves on giving the client, operational & management teams the information they require to deliver a first-class project by issuing progress reports on a regular basis whether it be weekly, monthly or both.

Independent Commissioning Verification

Environmental Systems offer an alternative to full commissioning management with the option of independent verification of on-site and off-site equipment and system tests, ensuring the owners assets are commissioned by the various contractors to their design intent.

Existing Building
Retro-Commissioning

The commissioning process for existing building, commonly referred to as Retro-Commissioning, is a systematic process for improving an existing buildings performance by identifying and implementing relatively low cost changes to systems, which in-turn will help improve the buildings overall performance.

Environmental Systems can carry out the Retro-Commissioning process, which would involve the investigation of the building systems & equipment to help understand and improve their operation, we have found in a number of cases, that some buildings systems were never commissioning to their original design intent, causing operational, safety and climatic issues.

LEED - Fundamental Commissioning, Documentation & Verification

Acting as the clients Commissioning Authority (CxA), Environmental Systems role is to act as the Independent LEED Commissioning Engineer for all requirements of USGBC - LEED v4.0 & v4.1.

 

Due Diligence Surveys

Environmental Systems can carry out due diligence Surveys to provide a detailed analysis of a property’s overall condition. It is carried out for a building owner or potential buyer to highlight any possible defects, maintenance or statutory compliance issues which need to be resolved to ensure a building is brought to a good and compliant standard before sale/purchase, or upgrade. It also provides an understanding whether a building would be suitable for a particular type of use.
